With the different symptoms you've described there are a few steps we can use to isolate and resolve the issue. Since you've already restarted, our next step would be to reset your SMC (System Management Controller), which helps control the different hardware systems on your Mac, and the NVRAM. If the behavior persists after following those steps, I'd recommend starting up in safe mode. That will tell us if the issue is related to any third party plugins or add ons. You can restart in Safe Mode by following these steps:

Choose Apple menu > Shut Down.

After your Mac shuts down, wait 10 seconds, then press the power button.

Immediately after you hear the startup tone, hold down the Shift key.
You should press the Shift key as soon as possible after you hear the startup tone, but not before.

Release the Shift key when you see the gray Apple logo and progress indicator.
To leave safe mode, restart your Mac again, but don’t hold down any keys during startup.
